Ben J. Williams adds: "This particular promotion was the first time ever, in ADC, that records of all eligible NCOs went to HQ ADC for promotion consideration. Colonel John S. Stewart, the Fighter Task Force Commander, was the driver on that action. He was out of either ADC HQ or the DOD. I don't remember if I ever knew which."
